Thank you for additional details. Reviewing all of this I wonder if you tried to do a cost analysis afterward. IMHO these measures improve reliability although, given constraints (e.g. a single listener) its scaling is not flexible. However, to develop and maintain all of this combined with the cost of an error might cost much higher than designing all comms with PubSub to be regional and minimizing message payload size.
